Membership Termination

9.1. Termination by the Consortium for Failure to Follow NSE Policy

Contracting institutions that fail to administer the exchange program in accordance with exchange policies and procedures as outlined in the NSE Handbook will not be permitted to renew NSE membership.

9.1.1. Policy Violations

The following are examples of areas of policy where violations may elicit the denial to renew membership.

Financial Aid: NSE students are eligible for financial aid from their home campus regardless of tuition payment plan.

Conference Attendance: Campuses are required to have a representative from the campus attend the annual conference. In the event a member campus representative cannot attend due to circumstances beyond their control, NSE Headquarters must be contacted for exemption. Any campus missing consecutive conferences is subject to membership termination. All campuses are required to pay the conference fee regardless of attendance.

Discrimination: It is the policy of the National Student Exchange and all its members not to discriminate on the basis of gender, race, age, color, ethnic or national origin, sexual orientation, religious affiliation, or disabilities.

Work Applied to the Academic Program: Academic progress should not be interrupted by exchange. All coursework is to be placed in the student permanent record, recorded on official transcripts at the home and host institutions, and credited towards the degree program.

Participation Fees: Outgoing students pay an application fee for the financial support of the National Student Exchange. Campuses are permitted to assess a reasonable fee to their own outgoing students to assist the campus in the operation of the NSE program on their campuses.

Fees assessed to incoming NSE students should be student fees charged to all students for educational purposes. NSE fees charged to incoming students should be used to their benefit for group activities and/or orientation. Fees assessed to incoming students are not intended to be used for program administration.

Coordinator Responsibility: The campus coordinator is responsible for facilitation of the program for outgoing, incoming, and returning students. The NSE Handbook and Coordinator Competencies outline expectations for program coordination.

Cooperation with NSE Headquarters: NSE campuses are expected to share information, meet deadlines, and fulfill financial obligations in accordance with the consortium calendar, structures, and expectations.

9.1.2. Termination Procedure for Deviation from NSE Policy

9.1.2.1. Deviation Exploration

The President shall explore with the deviating campus the reason for, and level of, deviation from stated NSE policy.

9.1.2.2. Deviation Resolution

An attempt shall be made to resolve the issue with the campus prior to bringing it to the attention of the Council.

9.1.2.3. Deviation Brought to the Council

If there is no immediate resolution of the deviation from policy, the policy deviation is brought to the attention of the Council by the President for discussion and consideration of further action by the Council.

9.1.2.3.1. Council Deliberation

The Council shall discuss all policy deviations and decide on a course of action which could include denying renewal of membership.

9.1.2.3.2. Policy Violation Charge

A formal request to deny the renewal of membership must be brought to the Council in writing by a Council member using a Policy Violation Charge Form. That form must document the policy violation and include a summary evaluation of the situation by the President.

9.1.2.3.3. Council Vote

Denial to renew membership with NSE can be accomplished only by a majority vote of the Council. In the case of a tie, the President shall cast the deciding vote.

9.1.2.3.4. Council Reporting

The Council shall communicate in writing its course of action to the campus in question. The course of action may include a time period for correction of the policy violation and/or steps expected in order to comply.

9.1.3. Termination Appeal

9.1.3.1. Letter of Intent and Proposal for Compliance

The campus being denied membership renewal may appeal by sending a letter of intent to the President within one month of receiving the termination notice. The letter must include a proposal for compliance which includes the steps and the time frame the institution plans to use to correct the policy deviation. The letter must be signed by all persons who signed the NSE Membership Agreement (or replacements for those people if they are no longer in appropriate positions).

9.1.3.2. Council Consideration

The Council will review and vote on the proposal.

9.1.3.3. Future Membership Consideration

The denied campus may apply for membership in subsequent years if it is able to comply with NSE policies. The campus will simply be reinstated if application is within three years of denial to renew membership. NSE HQ may require an onsite visit as a condition for reinstatement. After three years, the campus will be required to complete membership application procedures as though it were a prospective member campus.

9.2. Termination by the Consortium for Failure to Pay Membership Fees or Student Application Fees

9.2.1. Notification

Any member institution which has not paid its membership fees or student application fees by December 31 is subject to termination of membership by the consortium.

A statement of intent to terminate membership shall be forwarded by the President to the campus coordinator and chief administrative officer no later than January 15.

The institution has thirty (30) calendar days to respond with fee payment to NSE HQ.
If fee payment is not received or there is not adequate assurance that payment is forthcoming, membership will be terminated no later than March 1.

9.2.2. Exchange Obligations

Termination of membership does not abrogate the responsibility of the contracting institution or National Student Exchange to provide benefits for exchanges begun prior or subsequent to termination of the NSE Membership Agreement

9.2.3. Financial Obligations

The institution which has been terminated is obligated for full payment of membership and student application fees for its last year of consortium participation.

9.2.4. Future Membership Consideration

Within the first three years of termination, the institution may reinstate its membership. NSE HQ reserves the right to require an onsite visit as a condition for reinstatement. After three years, the campus will be required to complete membership application procedures as though it were a prospective member campus

9.3. Termination of Membership by the Institution

9.3.1. Before the Annual Priority Placement Event

9.3.1.1. Notification

An institution may terminate its membership in the consortium prior to Priority Placements by sending written notification to the President by December 31. The institution's withdrawal from the consortium becomes effective June 30.

9.3.1.2. Exchange Obligations

9.3.1.3. Financial Obligations

The withdrawing institution is obligated for full payment of membership fees and all student application fees for its last year of consortium participation.

9.3.1.4. Future Membership Consideration

Within the first three years of withdrawal from the consortium, the institution may reinstate its membership. NSE HQ reserves the right to require an onsite visit as a condition for reinstatement. After three years, the campus will be required to complete membership application procedures as though it were a prospective member campus.

9.3.2. After the Annual Priority Placement Event

9.3.2.1. Notification

An institution may terminate its membership in the consortium after the Priority Placement Event by sending written notification to the President no later than June 30 prior to the institution's final year for participation and exchange of students.

9.3.2.3. Financial Obligations

The withdrawing institution is obligated for payment of one half the annual membership fee and all student application fees for the year it is phasing out of NSE program activities.
